1.17. "Error 1316. A network error occurred" in a 6.x/7.x install

Applies to: All products, 6.x/7.x, standalone or network client

While installing an upgrade of @RISK or other software, I get this error message or a similar one:

Error 1316. A network error occurred while attempting to read from the file C:\Windows\Installer\DTS62.msi

Error 1316 doesn't actually have anything to do with networking.  It seems to occur during the upgrade process of many vendors' products, but not many users of any one product. We at Palisade have seen this problem only rarely.

The simplest solution for a standalone version is:

  1. Uninstall your existing version of the software, in Control Panel » Programs and Features. You'll be asked whether to deactivate the license; answer No.
  2. Install the new version. (The upgrade installer also functions as a full installer.) During install, on the Customer Information screen, be sure to select "I am upgrading" in the bottom section, so that the upgrade will carry your license forward.

The simplest solution for a Concurrent Network client is:

  1. Uninstall your existing version of the software, in Control Panel » Programs and Features.
  2. Install the new version. (The upgrade installer also functions as a full installer.)
